Do they think we are stupid?

I read that the Algarve is the only area in the whole of Europe that during these very difficult times is giving planning consent for yet more supermarkets, hotel and golf courses to apparently satisfy a booming tourist trade when some of the existing ones are either closing down or going bust.
Villa plots are being offered at 1/2-1 million euros, projects fully booked and going from strength to strength. Do these people think we are stupid?
I’m more to believe people when they say business is poor, cost very tight and that they are fighting for survival.
