Upgrading the military

• Defence Minister Paulo Portas is poised to decide whether to continue the upgrade of the air force’s six Lockheed Martin P-3P Orion maritime patrol aircraft, or whether to abandon the tender, as there is only one bidder, Lockheed Martin Tactical Systems. Lisbon says the decision to proceed will be made by the middle of next month, but could come sooner. Portugal has earmarked 310m euros for the upgrade, and expects local aerospace company OGMA to receive some of the work.

• Portas also hopes to purchase two new submarines for the Portuguese navy at a discount price, below the 816,499m euros budgeted by the Military Programme Law. The contract award decision was recently approved by the Council of Ministers and, according to Portas, the submarines will be supplied by the German consortium, HDW. In their latest bid, the German group offered to supply two new submarines equipped with AIP (Air Independent Propulsion) systems for 845.6m euros or 799.2m euros without them. The French competitors bid 949.7m euros and 862.5m euros respectively.
